I have the honour to inform you that

Doctor Francis William Clark, Medical officer of

Health in this Colony, as anxious to be considered

a candidate for the head of the proposed re-organised

Sanitary Department of Ceylon.

Dr. Clark'a record of service is to be

found on page 154 of the Civil Service List of 1913.

He has rendered invaluable service to this Colony

in improving sanitation, in assisting in the organisation

of the Sanitary Department, and in the drafting of

the extensive sanitary legislation which has been

passed in this Colong of recent years. He has also

given much of his time to lecturing in the Hongkong

College of Medicine, and is at present a lecturer in,

and Dean of, the Medical Faculty in the Hongkong

University. He is a very clever man who takes a

keen interest in his work. He is in addition &

very good organiser and active in his habits.

I can confidently recommend him for

the appointment, for which, I venture to think, it

would be difficult to find a better candidate.

Dr.Clark's salary is the equivalent of

£750 per annum, which for pension purposes is assessed

at £900 per annum. He would be willing to accept Right Honourable

Lewis Vernon Harcourt.M.P.
